As the title says... Those apps are now free for everyone not just new owners of a Mac or iOS Device.

Only when you purchased a new computer otherwise pay for via the App Store/iTunes.

Hello I am fairly certain that GargageBand has always been free for mac - in fact it came with my mbp. Got in August/septmeber 2016 - the mid 2015 15' mbp model

Not true. As Harry said, it (GB) and the iWork apps were only free when purchasing a new Mac or iPhone/iPad. Now, they're free for everyone.
