Run Windows in Parallels on an external hard drive

I'm ready to set up a new Macbook Pro MF840LLA. I have to use Windows occasionally to run one trading platform.

Can I install Windows to be accessed with Parallels on a partition of an external portable hard drive? I have it installed this way on a Mac Pro, but on a second internal drive.
