iPhone 4s stuck in Recovery, cannot go DFU

My father-in-law gave me his old 4s iPhone. It had the iTunes/cord symbol which I learned later was recovery mode. I tried to recover the iPhone with both my personal Mac and through my father-in-law's computer on which his iPhone was originally synced however I am getting an 'unknown error #3'.

Though more research I tried to put the phone into DFU mode however I cannot get it to turn off. When I hold the power button nothing happens. When I hold both the power and home buttons the phone resets and goes back to the same screen. I have; as such, been able to go into DFU mode as I cannot get the phone to turn off.

Any suggestions? I'm running out of ideas and am not sure what to do next.

Probably not, but without testing equipment there's no way to determine that, so you need to take it to someone who has testing equipment like an Apple Store.
