iCloud Chrome bookmark sync - confused/problems

I have a Macbook and a Windows laptop, I downloaded the Chrome extension on Windows to sync my bookmarks with Safari. This worked and I tried bookmarking on different devices and they all synced together on each browser on each device (iPad and iPhone too). However now I have shut down the Windows laptop the bookmarks are not syncing between the Macbook, iPad and iPhone.

Sorry if this is a silly question or there is a simple solution, but I can't seem to figure it out!

I don't know if this will help.... but I found the Chrome extension to be buggy and not working like it should. I used the extension for OS X (Mac operating system) and not the one for Windows, but it was overlapping the bookmarks and generating duplicates.

Also, as far as I know, only Safari will allow syncing bookmarks. In other words, your iPhone and iPad will sync its bookmarks with Safari and not Chrome or Firefox. Is your MacBook turned on and using WiFi? If it is, the bookmarks should sync between Safari on your MacBook and your iPad and iPhone.
