I'm with Cradom on this one. It's more due to the building's shape. Think concave mirror and its ability to focus light into a small spot. With the right light and mirror you can easily start fires with sunlight. Focus the light on a piece of plastic long enough, I can easily see it melting.
Fresnel lenses can cook food and melt lead when used right. Every "prepper" worth his salt has a half dozen in various sizes stashed around. This doesn't surprise me at all.

I've seen glass buildings stupidly situated relative to expressways causing reflections that blind drivers going 20mph over the speed limit. But I've never heard of this one before.
