home network problems

I have a Mac Mini(OS X 10.8.4) and two Windows 8 PC's on my home networking system. The PC's do not recognize Mac on the Network, however the Mac lists both PC's. Even though Mac lists the PC's, it is unable to connect them to Network System. I have went over the Network setup many times without success. I would appreciate your expertise and help. No problem with internet connection.

Make sure you have file sharing enabled on both the Mac and the PCs. I'd suggest file sharing without user/password required to start with

OK.

Can the PCs exchange files OK?

Are you using the Windows firewall or a third party one?

Are the shares on the Windows PCs setup with user 'everyone' with read permissions?
