We welcomed an Exchange Student from Berlin. She had an HTC phone that she dropped in water and fried. She wants to get an iPhone 4s or 5 but I think she would be required to purchase a 2-year Plan. She may be willing to just purchase the phone at full price and get a month to month or prepaid plan. She needs it to work in the US until July 1, 2013, at which point she will need it to work with a DE provider. What are her best options or what is even available to help her get up and running for now and down the road?

Visit your local Apple store and ask them that you are interested in purchasing the iPhone 5 as a "device only" and they will get you an unlocked iPhone 5 at the full retail price. I don't believe the iPhones are both CDMA/GSM capable, so you'll want to purchase the GSM model and then get a AT&T plan for it in the US and then a German provider later on..

Depending on the size of the iPhone 5 she chooses, it'll start from about $650 and go to close to $900 or so..
