iPhoto locked!!!

iMac OS X 10.11.5; iPad2 (8.1.2-12B440); New iPad; MS-Office for Mac 2011 (14.5.5)
All of a sudden, the following message appears when I try to open iPhoto:

The iPhoto Library is locked, on a locked disk, or you do not have permission to make changes to it.

There is no locked disc and I have permission to do everything!

This also happens when in iTunes, when I connect the iPad; before iPhoto opened automatically.(Even though I don't know why?)

What happened?

The iPhoto Library itself may be locked. Right click the library (in your Pictures folder) > Get Info > uncheck the Locked checkbox.
