I noticed that after closing the window of Safari that it seems to be downloading. My network monitor is showing downloads of 250 to 400Kb/s. If I quit safari the network drops quickly to .2 to 0. When I launch it again.... it shoots back up to that range.

What's it doing? And how can I stop this from happening?

Never heard about that - my idea would be to delete safari and reinstall it - you find the newest version on the apple support site. hope that helps.

Well if you are using a late model machine OS X will not let you uninstall Safari.

Have you tried checking Activity Monitor to ascertain what is going on?
