Is there any way to set the permissions on a PC-formatted (NFTS) drive so that I can write to it from my Mac Book Pro (running 10.6.8). I have no problem reading the drive, but whenever I try to write to it, the Mac tells me I don't have permission to write to it. Thanks in advance.

If you do a forum search you will see this has been addressed many many times.

Macs will read but not write to NTFS formatted drives without 3rd party software.
Paragon is one supplier of an NTFS driver for Macs. If you do a forum search you should find other recommendations.
