As the question states, all my music, apps, contacts are on an old mac mini (pre 10.1) running Itunes 9 which were syncable on an old iphone 3G. Having upgraded to an iphone 4 I'd like to get that stuff onto it. How do I do that, much appreciated if you can help.

If this is not the computer you sync'd the iPhone to you might be able to do it by enabling home sharing in the iTunes menu make sure your Mini is running at least 10.5.8 and update iTunes to the latest available for that OS.

The APPs you don't have to worry about, just use your existing iTunes account in setting up your iPhone 4 and redownload. Ignore where it initially looks like you have to pay again. After you authorize the purchase a window will pop up telling you you already own it and can download for free.
