Depends on the situation, if you bought a used system and it had all the original owners stuff on there, I would do a clean install of OS X. I did it before I sold my system, just put in the OS X disc and hold C while booting.

Formatting

I just recently upgraded to Tiger and I did a clean reformat and install. I just seems to keep clean the system and I did a complete backup of my itunes library and my photographs (documents and such). I have actually read where people do as much as every year.

It's not like the bits get senile or something...

Even if your OS gets really corrupted, an Archive and Install should fix it.

Only if 1) you buy someone else's computer and need to get rid of their stuff or 2) as a last resort to fix a serious problem with the machine. It's a huge hassle, and it takes a long time to restore from backups. OS X doesn't seem to accumulate crud as easily as Windows or even OS 9 or Linux.
