Two computers on your network are both trying to grab the same IP Address from your routers DHCP server.

Can you tell us a bit about your network? Router? How many computers are hooked into the network? Are all set to use DHCP?

cisco router, hard wire to desktop in office. My laptop is the only DHCP. Is the error caused by my neighbor getting on? This is an apartment router, I let the residents have free wifi in the lobby but Ive only seen one guy out there with a laptop, also I have a range expander.

It could very well be your neighbors system causing the IP Conflict. If that is the issue it's going to be interesting as there are elements you have no control over. You can always try a manual IP if nothing else works in the same range and hope no one is using that! Like 192.168.1.159 just for an example.

So the Wifi is yours? If so, try it.

Why would you do that? What if one of those free loaders is downloading child porn? Guess who the cops are coming after.....

Lock it with the strongest possible encryption that you can (WPA2) and don't let anyone use your connection.
