My Ipad is refusing to connect to the internet. When I go to settings it says the router is connected and working. BUT when i go to safari i get this; "Cannot Open Page Safari cannot open the page because it is not connected to the internet"
What do i need to do..?

Need more information here.
1) Do you have a wireless router? (I know this may seem basic and obvious, but we get all kinds of questions here)
2) Do you have wifi enabled on your iPad (it's under Settings)?
3) are you seeing any wifi networks when you go through the wifi enable on your iPad?

Please post back with answers and more info and we'll try to help.

in your network connection, on teh ipad. go to the settings for it and renew your ip info. verify you're getting a valid ip address. if not, then it's your router/configuration.
