That's a pretty fair review. My biggest gripe with iOS 4 is that the only way to close an app is off that drawer. It's very clumsy and I largely prefer the method used by Backgrounder on jailbroken iPhones. With an app open, you just hold the home button for a couple seconds, and it closes (and you can customize that trigger). To leave it running, just tap the home button to send it to the background and you get a badge on the home screen icon indicating it's running.

There's something I didn't know about Spotlight: you can search the web now and Wikipedia. But, where's the facebook integration I heard about? And, notice this guy has a battery life percentage indicator- does that indicate his iPhone is jailbroken?

Ars Technica are, in general, tough but fair with Apple's stuff. I haven't yet read this specific review, but on the whole their track record is pretty consistent.
