I can see a computer in the finder that is not mine or my roommate's. We have wireless internet that is secured with a password. Does the fact that I can see this other computer mean that computer is using our wireless?

Not neccessarilty. It may just mean that your neighbor is running wireless network (secured or otherwise) and broadcasting his SSID. It could also be another wireless device. I had an issue like this a while ago with an unspecified computer showing up in finder, turned out to be my wireless printer.

One thing to make sure of regardless is that you aren't using WEP as your security setting. If your are you need to change to WPA, which is far more secure.
