If your ISP is providing a DSL service then you must have something to extract the data off of the phone line, then you need a modem. If there is only one unit using the service then you can get by without a router - which tracks which information packet goes to which computer. If you plan on having 2 or more computers share the service then a combined modem/router is a good choice. Airport express can be a router for up to 10 computers but still needs to be supplied by a modem connected to DSL service.

1. What is it you are trying to do? i.e. why did you buy the Airport Express?
2. Do you have broadband? Which provider?
3. Which country are you in?
