iWeb 09 handmade navigation problem

Because iWeb's generated navigation doesn't work outside Mac I made a series of 'links to own pages' and pasted that on top of my pages. It works fine, but sometimes, on one or more pages, it suddenly stops working. The links appear as text-only, nothing happens on mouse-over and they certainly don't work as links anymore. This happens also after publishing the site local and opening it in Safari. In iWeb itself everything works fine. Anyone any suggestions please???

Problem solved: the navigation-links must be the absolute top-layer of the page. Thanks to Tim Bowden of allaboutiweb.com
