Getting an App from a different country store

I am in Singapore and want to download a FREE singapore wireless 1 click app that is for use in Singapore, the problem is my iTunes account is in the UK and I do not have a credit card with a singapore address to open an account in the Singapore iTunes store
How can I get the App????????
