How to make an avatar?

Probably a stupid question, but I just want to use a photo for a forum avatar. I've tried opening it in preview or in iphoto, but by using 'save as' I can't get it small enough to be accepted as an avatar (20K). Do I have to buy some editing programme to do this - I didn't have a problem on PC? What am I doing wrong?

There are size and dimension limits. Try using something like Seashore to edit the picture to the correct size/dimensions.

Thanks - can't find a way of resizing in Seashore, but Photobucket's done the trick.

Just for reference, in Seashore go to Image > Scale...
