Final Cut Express - Timing Issue?

I just downloaded a movie from the Internet and converted it to an "FCE-friendly" format. Problem is, now when I use it, the timing is off on the timeline. Whenever I try to use the razorblade to cut it, it's at a different place than what shows on the canvas. So I have to calculate where the clip I want actually is then cut it, then render it to have it properly work. This has become tiresome and I don't know what to do. Ideas for what's wrong and how I can fix it?
