Wireless internet help!

Hey guys, I'm new and I don't know if this is the right place to post this, but I'm having a problem with my connection speed, it's not that it's not working, but the connection speeds seems to change a lot. For example I'm downloading something and the connection is 400 kb/s and after 4 seconds it goes to 60 kb/s. When it becomes slower I click on the airport icon thing on the top right and it says Scanning, but I'm already connected, it keeps scanning every 7 seconds.

Is there anyway to fix this?
I have a macbook 2.4 GHz with 4 gb ram if that helps.

Have you spoken with a service rep from your ISP and asked them to diagnose the connection? What you're describing sounds like a classic case of not enough band width. Has the connection always done that or is it just happening lately?
