so am i right, the apple sdk doesn't permit turn by turn directions in a gps program? is this a deal to encourage people to pay 10 bucks a month for ATT Navigator, which is available on all att's other gps empowered smartphones?

From what I have read, the clause that says SDK cannot run turn by turn directions may be related to using Google maps. That would be a for fee service from Google which is not part of the free software that is on the iPhone. But don't take that to the bank...

TomTom have already said they have an in-house working version of their turn-by-turn sat nav software.

They haven't publicly come out with a statement to say when and if they'll release it but it does seems possible.
