Display issue. Help?

Black Colorware PowerBook 1.67 GHz G4, 2 GB DDR2, 100GB 7200 RPM
When I move my cursor across the screen, it "scrolls" so to speak, across it; like my entire display doesn't quite fit on the monitor, only about 90-95% of it fits on screen. So if I'm down in the bottom right corner, the apple in the upper-left is somewhat obscured. There also seems to be (although this could be my imagination) kind of an "out of focus" blur akin to what happens to windows during expose. Anyone have any idea why this is happening, or how to fix it?

I'm using a PBG4 with 10.4.11. Let me know if you need any other info.
