I have some files

I have some important files to move over to my mac but my pc will have to be sold before i can get mac. So I have some blank CD-R's can i save my windows stuff on there and mac read the files?

Well that's a pretty broad assumption, but more than likely yes, it should be able to. Do you have some particular file types you could post? Then we could give you a better answer.

A few wallpapers, jpgs, psds, a few icons and themes I downloaded for the mac for when I get it

Yes, all of that should be fine. It shouldn't be a problem.
